Health is wealth. Where there is no sound everything else falls easily from the following observation that it is important for everybody to be alert and updated on the requirements of good health and finding the right source of information about the maximum facilities for themselves or their provide families with immediate medical care in an emergency. With the rapid growth of communications technology and information we have on miraculous gadgets that make nearly all our important daily tasks and facilitate a lifestyle practice has been granted. These gadgets will need a computer, laptop, cellphone and so on. Among the various technological wonders, is the gadget that you will remain at 24/7, wherever you go your mobile device. It is handy and ready, no matter where you are to be used.

iPhone and Android phones are very advanced smartphone features a sea of ??offers. With these phones you can still have access to a number of requests that are made readily available in the iPhone Application Store. Everyone is trying a new innovative idea for a variety of applications are now available that are easily ported to the iPhone and made easily available to find the user. There are times when you or your near and dear, faced some serious health problems associated with allergies or a type. Although hospitalization is not at this point in time due to low-risk situations is necessary, you always want to know what happened. Especially if you are traveling or simply not be on your PC, the only source of information, so is the smartphone.

It is important to have some medical reference and practice when it is readily available in the form of a medical application for your iPhone or Android phone, what more can you ask? A variety of medical applications for various smart phones available, but an overview of most of these mobile users shows that the smartphone iPhone in the medical business is preferred. They are well-organized information on numerous symptoms and diseases to the way medical procedures recommended for the same search terms have been exposed. They are also important with directories with contact information for hospitals, clinics, emergency care, pharmacies and doctors provided. They are also available with the GPS you instructions on the IP address or zip code provided basic relief.

If you are a medical student or doctor, you may also exist for research articles on various diseases, learn more about medical procedures and so forth to seek written. It is delivered via web pages that provide detailed information on diseases, which requires a list of signs and symptoms, diagnostic tests and further treatment of the patient under ideal conditions performed included. This information is followed by an extended search for appropriate medical providers in your area and information costs as well. So with the information as available at your discretion lot of time saved in the process and time is important when it comes to medical procedures.

The Internet is used by more people than ever, with online information about almost everything. A topic that is covered well over the Web worldwide medical information. Many people choose to look at before deciding whether they should seek medical attention online. There are two positive and negative aspects, this is described both in this article.

A major problem of the Internet, that not all information is correct, take something as fact, that in fact it is false. Using something like the medical information it can lead to many questions. Some may decide that the doctor on the basis of false information, go find it online. You can read a little smaller, they may have and decides to leave him, although the possibility of something more serious. Some believe that what they want to believe when they see that their problem may have nothing to fear, to read, they can be convinced that all is well. But it can also backfire, convincing a person believes that they have a serious problem and therefore unnecessary worry. People tend to exaggerate in blogs and forums, so that information could be captured by them lead to a worse prognosis.

After reading some online, some patients may exaggerate their symptoms in their minds, because they believe they have a special affection. Once they see a doctor, who can make it difficult for them to get a realistic picture of what’s wrong with a patient. Some doctors have complained that too many patients believe what they read, which increased dramatically with the increasing popularity of the Internet. This may be more difficult the work of a physician, and in some cases it may be difficult for them to convince a patient that they actually have nothing to fear. Some patients see what they say online as a higher authority than by a physician to read.

There are some potential positives if, for medical information being freely available online. It may relieve some sick minds when they realize they are hardly something they do have concerns, you can. Specific information can be useful. For trivial things can have looking at the patient’s situation, on its own its advantages because they can decide to go to a doctor, saving them time. This is only good if the information they have read is true.

Patients search online, then visit a doctor can be useful not only for the patient, but the doctor also. No doctor can know everything, so it is possible that the patient is to find useful information and then tell the doctor about it. This is something that does not know the doctor, or had not thought of, and therefore could not complete the offer by the doctor provided.

You should always go to the doctor if you are concerned about a serious health problem. While there is detailed information available online, there are also plenty of false information. You can not be sure of anything looking to see online, an expert can be critical. Online medical information should be used for information and not for a complete diagnosis.

In 1818, surprised the British author Mary Shelley’s story of the infamous Dr. Frankenstein creation and an attentive audience captivated. Just like the macabre, but full of ideas, the physician’s life from non-life, which terrorized the local campaign, we have a “cyberspace monster” that “lives” and knows no boundaries. It can really terrorize us, but we are also fascinated by it. It deeply affects and influences our daily activities, but it is also out of control and led to many controversial issues related to freedom of expression, censorship, intellectual property and privacy. The free market and the norm of society may be able to regulate these issues and be able to relieve most of our concerns to some extent. An important concern and controversy that requires further discussion is to safeguard the confidentiality of medical information private.

The expectations of privacy and medical information

According to the lawyer and jurist of privacy, Ronald B. Standler, “Privacy is the expectation that confidential personal information be disclosed in a private place will not be disclosed to third parties unless such disclosure is either embarrassing or cause emotional distress to a person of reasonable sensibility would “(Standler, 1997). Another theorist Ruth Gavison defines privacy as “limiting the access of others to a person with three key elements:. Confidentiality, anonymity and solitude” offers of secrecy or privacy with the limits of mutual self-realization. Provides anonymity unwanted attention solitude refers to is different from others (Spinello, 2003). Basically, we want to ensure the integrity of who we are, what we are doing and where we do to protect it. Regardless of our definition of the right of privacy rule, people who are in a place reasonably expect to be private. The information is made public, or voluntarily disclosed in a public place, is not protected.

The open architecture of the modern phenomenon that we call the Internet raises ethical issues of privacy very much. The information will be sent easily via this extensive global network with no limits. Personal information can pass through several different servers on the way to a final destination. There are virtually no online activities or services, to guarantee absolute confidentiality. It’s pretty easy to think your company is private, when in reality it can detect many of these systems store personal information and fact, and monitor your online activities (to be euthanized humanely Privacy Center, 2006). The underlying architecture of the network is designed to share information and not to hide or protect. While it is possible to develop an appropriate level of security, with an acceptable level of risk, there is a huge cost and time-consuming.

Medical records are among the most personal forms of information about a person and can interfere with medical history, details of the lifestyle (such as smoking or involvement in high-risk sports), test results, medications include, allergies, surgeries and procedures, genetic testing, and participation in research, to protect such information from private medical plans, the area of ??medical ethics. The field of medical ethics is to analyze and resolve ethical dilemmas that arise in medical practice and biomedical research. Medical ethics is guided by strict principles or standards that address: autonomy, beneficence, non-maleficence, fidelity and justice (Spinello, 2003). The principle of autonomy includes the right of a person to be fully informed of all relevant information regarding his / her health. A discussion of medical ethics and patients’ rights leads us to discuss the legislation on the conservation and protection of these rights like.

Access to medical information private and the Health Insurance Portability and Accountability Act of 1996

Since 400 BC, and the creation of the Hippocratic oath, was the protection of medical confidentiality of patients is an important part of the medical code of conduct. Unfortunately, many organizations and individuals will not seek more and more strict rules of conduct for private information.Every this time sees a patient a doctor, is admitted to the hospital, goes to a pharmacist or a claim for a health plan is a record of their confidential health information made. In the past protected the confidentiality of all health care providers of medical data by locking them in cabinets and refusing to disclose them to anyone else. Today we rely on “proof” of electronic documents and to perform a complex series of laws to our private and confidential medical records.

Congress recognized the need for proper national standards for confidential patient records in 1996 when the Health Insurance Portability and Accountability Act HIPAA) was adopted. This act was effective 14th April 2003 (date of the small health plans was 14 April 2004) and is designed to improve the effectiveness and efficiency of the health of the nation. For the first time, federal regulations and laws governing access and privacy of patient information in all 50 states were established. The law contains provisions to save money on health care businesses by encouraging electronic transactions, but it also requires new safeguards for the security and confidentiality of this information (Diversified Radiology of Colorado, 2002) to protect.

There are three essential elements of privacy, HIPAA Code Sets and Security. Administrative procedures, physical safeguards, technical security (for “data at rest”), and technical security mechanisms (for “data transfer”): The Security section is further divided into four parts.

PRIVACY:

The goal is to protect patient privacy and HIPAA enabling more patients to access their medical records can be. The law is tailored to the patients’ Protected Health Information (PHI) and offers patients a better access to and modification of their medical records. Prior to the provision of services for patients who have the acquired business for the first time obtained the consent of the patient’s PHI with organizations such as insurance billing companies to share the billing office, and the doctors that the patient can be referred. Individuals must be able to access their records, request corrections of errors, and they have to, how their personal information used be informed. individuals are also entitled to make formal privacy-related complaints to the Department of Health and Human Services (HHS) Office for Civil Rights.

Code Sets:

Under HIPAA, the codes are standardized in order to improve the security of health information. This standard is a set of code A set of codes to encrypt data elements such as tables of terms, medical diagnosis codes, procedure codes, etc.

SAFETY:

The security section is divided into four main parts:

First Administration, the documented formal practices, implementation of security measures to protect data, policies and procedures governing the behavior of staff in data protection, security training, procedures for incidents and requires dismissal policy.

Second Physical measurements are based on the physical protection of computer systems, network backups, environmental hazards and physical intrusion. Consider the computer screen, code protection, and the computer stops to control access to medical information.

Third Technical Security Services is stored and how it can be safely stored and accessible to PHI on the computer network. Those who use the PHI must be logged in and authenticated. An audit trail of authenticated access will be retained for 6 years.

4th Technical security mechanisms is from PHI via a communication network such as the Internet transmitted, Frame Relay, VPN, private line, or another network. PHI must be encrypted transmitted over a communication network.

There are also some notable gaps in HIPAA. The act did little to the health insurance more “portable” when an employee changes employers. In addition, the Act does not significantly increase the accountability of health insurers misconduct, for which provisions are often difficult to monitor and enforce. There are also lots of confusion among patients and healthcare providers, in relation to the interpretation of the law (Diversified Radiology of Colorado, 2002).

Other laws, regulations and decisions about personal health information

In addition to HIPAA, there are important federal regulations and laws, and federal laws and legal decisions concerning privacy and confidentiality of medical information (Clifford, 1999):

The Privacy Act of 1974 limits agencies to exchange medical information from one organism to another. Congress declared hat “the privacy of an individual directly through the collection, preservation, use and dissemination of personal data are concerned …,” and that “the right to privacy is a right to personal and fundamental constitutional protection of the United States. .. “(Parmet, 2002).

The law on the abuse of alcohol and drugs, was adopted in 1988 sets the confidentiality of the data from patients for alcohol or drug abuse (if only in institutions that receive federal funds, treated) treated.

The Americans with Disabilities Act, passed in 1990 forbids employers to the employment related decisions on an actual or perceived disability, including mental disorders is based. Employers can still have access to identifiable health information about employees for reasonable business needs including the identification of reasonable accommodations for disabled workers, and to investigate the complaints of workers’ compensation.

Jaffee v. Redmond, Supreme Court, on 13 June 1996, the Court held that it protects a general immunity to the Federal Budget Confidentiality of communications between psychotherapists and their clients. The decision applies to psychiatrists, psychologists and social workers.

Freedom and Privacy Restoration Act of 1999: Developed for the creation of unique identification numbers for the government to prevent medicine.

Managed care and web threats to private medical information

The introduction of the Internet and advances in telecommunications technology over the last two decades allows us to access large amounts of health information, regardless of the time, distance, distance, or with relatively simple. This access to medical information has changed cyber how to deal with health care providers, patients and support system. There are no further obstacles to the effective exchange of health information and critical life-saving medical information. Besides the many advantages of cyber access to medical information, there are also threats to our privacy and medical information.

The great interest in the protection and confidentiality of medical information is driven by two major developments. The first is the growth of electronic medical records shall be guided, will replace the printed documents. A report by the National Academy of Sciences indicates that the health sector between $ 10 and $ 15 billion information technology in 1996 (Mehlman, 1999) spent. It was the year the Health Insurance Portability and Accountability Act, with most of the expenditure was approved due to the conversion of paper information to electronic patient records formats.Electronic (DME), present a significant threat to maintaining privacy of patient identifiable medical information. This medical information can now everyone with access and passwords can be retrieved. Although can be easily copied on paper medical information, electronic records must be more easily copied and transferred without limits.

The second important development in relation to the confidentiality of patient data is an overall growth of managed care organizations. There is a demand for an unprecedented depth and breath of personal health information by an increasing number of players. In contrast to traditional fee-for-service providers and insurers may be the same person. In this situation, any medical information is owned by the supplier at the insurer known. This is for all forms of managed care practice, but most clearly in closed-panel HMO. This exchange of information increases the fear that the insurer may use the data to limit benefits or terminate insurance coverage (Mehlman, 1999).

Some managed care companies reported private medical information to the extreme by the provider to report to case managers in the 24 hours when the event as a potential high risk to the customer as a second part of the employer or the managed care company . Examples include such things as the potential danger to himself or others, suspected child abuse, potential threats to national security or the client’s organization, the customer’s request for records, a complaint about services, Employee Assistance Program or the threat of a lawsuit, and potential participation in legal proceedings, including the confession or knowledge of criminal activity. No mention is made regarding the privacy rights of customers or disclosure of this information. There is nothing about what happens to the information that is shared (Clifford 1999) is done to be said.

Another problem with managed care companies is the vast amount of data processed and neglect in the treatment of medical information. A striking example is concerned with lost files as indicated in a 1993 sample survey of psychologists in the San Francisco Bay Area. In this survey 59% of the reports submitted or faxed to the wrong people, graphics or accidental activation not get proper authorization (Clifford, 1999).

Preserve and protect private medical information electronically

To preserve and protect private medical information is evaluated, we must always be vigilant and proactive. The basic steps can be taken before the electronic exchange of information. For example, when signing a “Release Information” form, be sure to check everything. If this is not known how to ask questions. Also, remember that HIPAA grants you the right to request that your health care provider to restrict the use or disclosure of your health information. Make sure that those with information are properly identified and authorized to collect this information. Finally, make sure the person the information with at least two “identifiers” to ensure the correct identification of patients collected (eg name, the last four social security number, address, telephone number, date of birth, etc.

When dealing with medical information and electronic computer, the situation will become more difficult and complex. Security of networks and Web sites, passwords, firewalls and antivirus software, no doubt the early stages of a protection plan. Passwords must be complex to memorize with numbers, letters, and case, but also easy. To ensure safety, experts recommend that passwords be changed every 90 days, or are suspected of compromise. In addition, any private medical information over unsecured networks or to encrypt NET sent. Encryption (64 or 128 bit) is the translation of information into a secret code when a key or password is required to read the information.

Security is enhanced by the use of privacy enhancing P3P frameworks, filtering software (eg MIMEsweeper), the message authentication codes “(MAC), and” digital signatures. “The Platform for Privacy Preferences Project (P3P) is a technology framework that uses a variety of custom standards to Web sites with how users’ information is used and shared to negotiate with others (Spinello, 2003). This architecture P3P allows to define and improve cyber-ethics, improve accessibility, improve consistency and increase overall confidence in the use of cyberspace. MAC with a common key that generates a message and verifies the digital signatures typically use two algorithms complementary – one for signing and one for testing.

It has also proposed a creative technique for the care and protection of personal medical data. In October 2004, the “VeriChip” by the FDA for implantation into the triceps has been approved for patients. The chip is about the size of a grain of rice and is inserted under the skin during a 20-minute procedure. This invisible chip stores a code that can scan more release of a private patient medical information. This code is then used to download encrypted medical information. The cost of the procedure is about $ 150 to 200 (MSNBC, 2004).

Another information tool most commonly used in medicine, is the “Smart Card”, a credit card-sized device with a small computer chip embedded. This “information in a map” can be programmed to perform tasks and to store important information. In an emergency, paramedics and emergency departments can use smart card readers feature easy access to potentially life-saving information about a patient, such as drug allergies and chronic diseases. There are various types of smart cards. Memory cards, processor cards, electronic purse cards, security cards and Java Cards These cards are tamper-proof PIN can be protected or read-write-protected, encrypted, and can be easily updated. These unique characteristics make smart cards advantageous for storing personal medical information and are very popular worldwide. In Germany and Austria, 80 million people have the opportunity to use these smart cards when they visit their doctor (Cagliostro, 1999).

There is also a current plan of government proposed the creation of a national system of electronic health records (EHR). Details include the construction of a national health information network that serve all patients, the medical data to the provider shall, pharmacies, laboratories and claims processors will connect. Sharing important information could help improve patient care, including evidence to be more accurate and timely claims, and would be of benefit to the public health emergency. The goal is to be taken up in 2009. Even with the laudable goals of saving money, are more effective medical care, and reducing side effects and interactions are still dangers in this national plan. There are legitimate concerns that drug companies try to market a new drug or device for your health. There are also strong objections from exploitation and abuse of personal data. Who will monitor access to information? There are also concerns that lenders leave or the employer for private medical information to make informed business decisions. Then there’s always retrieve the ubiquitous fear of hackers and pranksters, your personal data. There are still so many unanswered questions (consumer Reports.org, 2006).

In summary, we are now confronted with a “cyber-monster” and all its advantages and disadvantages. If we use cyberspace, we can have no expectation of privacy, and we have to take a risk. Therefore, if private communication and exchange of medical information that we have always aware of precautions in safeguarding our privacy as much as possible through secure networks, P3P architecture, passwords, firewall, firewall, encryption, for message codes, digital signatures and smart devices such as maps and “.” VeriChips Medical records are among the types of personal information about a person, but we are faced with the challenge before find a balance between the interests of society in the protection of medical confidentiality and the legitimate need for quick access to important medical information, including fear pandemic flu and bioterrorism. If this information is transmitted electronically, we are concerned about the increased maintenance and protection of personal data have. with managed care, there is a demand for an unprecedented depth and breath of personal health information by an increasing number of players. Although the HIPAA regulations are a welcome start to the protection of our private medical information, we must remain vigilant to the need for more and more to protect this information.
